Principal Project Manager - Rail & Transit Systems

POSITION OVERVIEW
This position is responsible to sustain and grow our core competency areas of Rail & Transit Systems engineering, program management, and construction-related services. The selected individual must have proven experience in managing rail/transit systems projects valued at $250 million or more. Experience in the integration of engineering, procurement, and construction activities is required.

The successful candidate will provide design support, plans review and conformance resident engineering, office engineering, on-site inspection services, quality control, testing analyses, contract administration, construction safety and security, construction survey analyses. The Principal Project Manager will manage a budget for multiple projects separately, assist with cash flow reports, monitor contractor progress, construction cost estimates, invoices/requisitions analyses and recommendations, processing shop drawings, RFIs, contractor schedule analyses, contractor claims analyses, rail system testing services, rail system start-up services, and contract closeout phases of projects.

SPECIFIC RESPONSIBILITIES
  • Acts as the Company representative with the client, partners and subcontractors during the program execution.
  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
  • Negotiates changes to the scope of work with the client and subcontractors.
  • Responsible for following up on instructions and commitments associated with the project.
  • Works with other engineering project managers in identifying/pursuing project opportunities and developing the business plan to win work with target clients.
  • Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
  • Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria.
  • Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers.
  • Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.
  • Works with key project individuals to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. The Project Manager is specifically responsible for maintaining current and timely change orders.
  • Promotes technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
  • Performs other responsibilities associated with this position as may be appropriate.


Qualifications:
PREFERRED EDUCATION/EXPERIENCE
• 4-year degree in Electrical Engineering or related field and at least 20 years of project/program management/design-build experience on rail systems projects.
• Incumbent should have a broad general technical and business background, as well as 10 years leading large pursuits and project management experience on similar or related projects.
• Professional registration is desired.

SKILLS/COMPETENCIES
The selected candidate must have a proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Additionally, the selected candidate must meet Parsons' project management certification requirements.
