Description The ideal candidate for this position will work as an Operations Research Analyst as part of the CTF Team to: · Support USSOCOM and DoD Opportunities Analysis that provides strategic and tactical intelligence. · Inter-Agency Collaboration. · Assist in coordination of TNT and CTF activities with counterparts at Combatant Commands, other DOD Components, and U.S. Government agencies in support of Command requirements. · Assist in coordination of with counterparts from other DOD and U.S. Government agencies, Partner Nations and the Public/Private Sector are required to accomplish the CTF mission. · Provide analytical support to the Inter-Agency Task Force (IATF), CNT Branch and/or other functions activated to support exercises, contingency and crisis response situations. · Perform tasks with the following types of USSOCOM standard computer-based applications: word processing; graphics and presentation production; database research; link/nodal analysis; quantifying performance and effectiveness assessments; audio media (CD-ROM) product mastering; web page management, including XML & HTML applications; Internet-based applications, including INTELINK, INTELINK-S, JWICS/JDISS, and World Wide Web applications; Audio/visual collaborative tools; and hardcopy print and dissemination applications.
Duties and Responsibilities · Monitor and provide advice on finance-oriented assessments to support DOD and/or Interagency development of case files, evidentiary material, designation packages, to include actionable intelligence on finance-specific entities as identified by the TNT and CNT communities. · Assist in coordination of and interface with USSOCOM intelligence and operations analysts and planners, counterparts at other COCOMs and DOD agencies, and other U.S. Government agencies including Interagency and Intelligence Community (IC) counterparts. · Prepare senior-level leadership and management presentations, briefings, special assessments, daily reports (functional and regional), and executive summaries for government review. · As necessary, assist in coordination with Partner Nation FININT and TNT/CNT counterparts to facilitate countering threat finance. · As necessary, assist in coordination with Public and Private Sector entities to facilitate countering threat finance. · Facilitate information sharing among COCOMs, other DOD agencies, Interagency and Partner Nations, Public/Private Sector Partners subject to government release. · Assist in coordination of DOD TNT collection requirements and capabilities among DOD and U.S. Government agencies in coordination with interagency partners. · Provide assistance and contribute to development, review, update, and revision of TNT Division Operational Procedures/Directives/Guides. · Maintain proficiency in state of the art hardware and software applications to incorporate new data mining, data manipulation, and multimedia production technologies. · Synchronize DOD efforts regarding technology and development of future concepts supporting TNT efforts in coordination with interagency partners.
Knowledge, Skills and Abilities • Must work independently and exercise independent judgment on a regular basis. • Analyze, identify, and identify potential plans for operations and actions on or effects against financial support networks that are associated with and/or facilitating terrorist networks. • Analyze, identify, and plan operations and actions on TNT-specific links and nodes of threat financial activities from a strategic/global perspective. Assist in coordination of with intelligence and operational activities with Combatant Commands, other DOD and U.S. Government agencies, Partner Nations, and/or Public/Private sector as required. • Ability to use TNT Division baseline production hardware, software, and applications required to perform all-source intelligence support include the following: Microsoft Office (Word, Excel, PowerPoint, Access, FrontPage, Image Composer); Analyst Notebook; Adaptec Direct CD; Acrobat Adobe; Netscape Navigator; Internet Explorer; WinZip; HP Digital Scanner; HTML Converter; Orion Magic.
Interface This position will interact with both internal and external customers to include members of senior management and the industry community.
Security Requirements Candidate must have an active TS/SCI. Candidate must be willing to submit to any additional security screenings required by the contract. You must be able to successfully pass a background and drug screening as a condition of employment. Applicants selected may be subject to a Government security background investigation and must meet and maintain eligibility and suitability requirements if necessary. Clearance level requirement may be subject to change at the government’s discretion.

Educational / Work Experience • Experience with public and private sectors to include industries, banking/finance, academic, scientific, and other non-Governmental sectors dealing with terrorism finance (3-5 years preferred). • Experience with U.S. Government finance-related instruments of power, to include a working knowledge of processes and experience with Terror Finance Coordinating Officers (TFCO), Partner Nation Financial Intelligence Units (FIU), and Financial Action Task Forces (FATF) (5-10 years preferred) • Experience in exchanging information, coordinating actions, and collaborative planning among multiple National level Government agencies in multi-agency, Joint, Coalition, or Interagency environment (5-10 years preferred). • Working knowledge of oversight and similar restrictions and laws applying to DOD intelligence and operational activity. • Working knowledge of counterterrorist analytical framework, functional defeat model, and/or system-of-systems methodologies. Professional / Certification Requirements · TS/SCI · Strategic/Global, Operational/Regional, and Tactical/Local level intelligence and operational experience. · Professional Background in Operational Research, Planning Analysis, and Intelligence Analysis preferred. · Professional Background in U.S. Government missions to include military, law enforcement, and regulation in national, regional, and international agencies preferred.
