Job Purpose:

Provides leadership, technical skills, and manages the Plan Administration Department for the purpose of identifying, developing, implementing, and communicating Residual Market policies, procedures and practices for the effective and efficient administration of the various state residual market workers compensation insurance Plans (WCIP's) administered by NCCI. Provides management, direction and/or coordination of the Plan functions including the development of the administrative and underwriting rules and procedures for the Plans in each state; the development of performance standards; the selection of servicing carriers via a competitive bid process; coordination of application processing rules and procedures; oversight of the carrier assignment mechanism; oversight and direction for the carrier oversight process and requirements.

Major Duties:

Directs the development, filing, maintenance and implementation of the administrative and underwriting rules, processes and procedures for the Workers' Compensation Insurance Plan Infrastructure in all NCCI administered states. Conducts in-depth research, analysis, and subject matter expert technical support to formulate changes to the infrastructure. Develops project plans and timelines for completion of targeted research, analysis, documentation, and other deliverables. Identifies appropriate external partnerships (including assigned carriers, regulators, trade associations, voluntary carriers, independent bureaus, etc.) and gain commitment for support and assistance with analysis. Provides advanced technical direction and reference materials/manuals to all stakeholders on these rules and procedures.

Manages and directs assigned staff. Duties may include, but are not limited to, decisions about: hiring and staffing; position design, organization structure; performance assessment; coaching; making pay decisions, corrective action and separations. May also develop, review, and/or approve: work schedules, work assignments, PTO and other time-off requests, and development through relevant training programs for staff. Manages cross-discipline and multi divisional staff, for all functions performed relating to the Plan Administration Department.

Responsible for developing strong relationships with residual market stakeholders including Employers, Producers, Assigned Carriers, Regulators, Trade Associations, Plan/Pool Participants, NWCRA Board Members, etc. to ensure ongoing development of strategies to improve residual market processes.

Responsible for the management, direction and development of systems/projects to support all aspects of department, division or corporate initiatives. Participates, leads and/or directs oversight of project work during all phases of development, such as creating business requirements, PMO documentation, Cost/benefit Analysis, test plans, and implementation. Manages relationships with Business partners, IT Development and PMO to ensure corporate, division and department systems are developed and maintained in an efficient and effective manner. Conducts capacity planning to ensure resources are available. Ensures that appropriate resources have access to all RM systems for security purposes.

Leads, manages and/or participates in special corporate, division and department projects as assigned.

Bachelor's degree in Business, Insurance or related concentration. 10 years of worker's compensation or insurance industry experience to include 5 years of management or leadership role.

* Advanced & comprehensive technical knowledge of workers compensation rules (Basic Manual, Assigned Carrier Performance Standards, Assigned Risk Supplement, Servicing Carrier Reference Guide, Experience Rating Plan Manual) with an understanding of the impact on residual market stakeholders, including new or revised pricing, depopulation, and rating programs, dispute resolution, and state appeals procedures for Employers, Producers, Assigned Carriers, Regulators, and Plan/Pool Participants including underwriting and pricing programs specifically in residual market mechanisms.
* Strong understanding of insurance industry operations such as underwriting, premium audit, loss prevention, claims, managed care and financial and data reporting operations by carriers.
* Advanced project management skills and ability to manage multiple projects. Problem solver to implement the best products & services to improve the administration of the workers compensation insurance plans.
* Excellent oral/written communications to establish a vision and interpersonal skills to develop and maintain effective working relationships with internal and external stakeholders to achieve the vision. Ability to draft effective professional documents/reports/presentations and conduct high level public and/or board presentations.
* Strong interpersonal, time management, analytical, problem solving, and negotiating skills. Ability to facilitate issues internally and externally and forge effective partnerships.
* Ability to travel to 20% of the time.

Preferred Education, Experience & Skills:

MBA Degree. Knowledge of any of NCCI processes, systems and applications such as the following helpful: IDB, DCA, SCB, PPM, RMEL, VCAP, PNC, iTrack, RPFS, PDO, TOC, UDAT, RIS, Risk Workstation, Online Manuals and Circulars, CSS and PUPS. Certified Property Casualty Underwriter (CPCU), Associate in Risk Management (ARM), or other related insurance designation or other related insurance designations.
